Junction 15 Proposal - Presentation by Roxhill at PCC Meeting on 8th Nov
There will be a presentation by Roxhill on their proposed development at Junction 15 at the Parish Council meeting scheduled for Tuesday, 8th November 2016 at Raynesford House, Stockwell Road, Milton Malsor. The meeting starts at 7.30pm and the Roxhill presentation is the first item on the agenda, followed by Question Time for members of the public. A full copy of the Agenda is available here.

RAIL CENTRAL CONSULTATION - We Need Your Help! No later than 21st October 2016 (23-9-16)
It is important that all village residents respond to Rail Central regarding their view on the consultation that has taken place to date. (Please note: the deadline is 21st October, not 30th as previously stated).
Consider the communications sent to your home address and the public exhibition held in the village hall on 30th May by Rail Central. Have the communications from them been adequate? The Council believe it has NOT been suitable.
Council Members believe firmly that consultation has been inadequate and at the village hall meeting, Rail Central representatives gave many evasive and misleading answers to questions being asked.
The Parish Council has also major concerns about the 'updated illustrative plans' and new 'visual material' published on the Rail Central website at the end of August is so small scale it is impossible to read. Take a look and see what you think!
We emphasise that if the Planning Inspectorate is not satisfied that an adequate consultation process has taken place, they will NOT allow the planning application to go ahead.
You can write or email Rail Central about their inadequate consultation with a copy to South Northants Council (SNC).
You may also like to let the Parish Clerk have a copy of your responses. We can then ensure a summary of responses is provided to Chris Heaton-Harris and Andrea Leadsom, our local MPs.

Green Street Closure (29-8-2016)
Residents should note that the part of Green Street stretching from Orchard Close to Collingtree Road will be closed on 28th September for two days. This is to allow for carriageway patching to take place safely.

A Second Strategic Rail Freight Interchange Proposed in Milton Malsor Parish (9-8-2016)
You may have heard of the Roxhill proposal to build a Strategic Rail Freight Interchange on the land immediately adjacent to Rail Central and up to the south of Milton Malsor on land originally identified for Howdens (next to Junction 15 of the M1).
If this new proposal and Rail Central were to both be given approval, we would end up with 14 million square feet of warehousing and two rail freight depots which together would probably constitute the largest logistics park in Europe. Is it likely we’d end up with two Strategic Rail Freight Interchanges adjacent to one another? If only one can feasibly be granted consent which one would it be? Would it be first come first served?
This situation is unprecedented. Milton Malsor Parish Council and Stop Rail Central are liaising with various parties to find out more.
Both Milton Malsor Parish Council and SRC’s stance is that this area is the wrong place for a Rail Freight Interchange. There is nothing in the new proposal from Roxhill that causes us to change this stance. The Parish Council and SRC will keep you informed as soon as we know more.

Mobile Library Service (5-6-2016)

The Highways Depot have received and approved a request for a road closure on Green Street, Milton Malsor, 11th June between 10:00-18:00. Diversions will be in place and are shown in the attached Plan. This is to enable the safety of all who attend the Queen's birthday celebrations.

Rail Freight Terminal - Meeting (1-4-2016)

Chalk Marks and Doorstep Sales (8-3-2016)
Neighbourhood Watch Coordinator, Rebecca White, reports that Officers in East Northants are advising people to be vigilant following reports of chalk marks being drawn on their property. Residents have expressed concern after marks have been found near doors and on walls and fences at homes in Raunds and nearby villages.
Two men have been seen in the area, both carrying a laminated card saying they are deaf and that they make their money by selling their artwork. They both carry a folder that has chalk drawings in it. One of the men is described as being in his late 50s, with curly grey hair and wearing a suit jacket. The other man is described as being in his 30s, rather scruffy, with dark hair and wearing a hat and a red and navy blue jumper.
Officers are advising people to remove any markings drawn on their property and to report any suspicious incidents to the police on 101. People are also advised never to open the door to unexpected callers or to buy goods from or have work done on their home or garden by people who call at their door.

Looking for Judges of The Best Village Competition 2016 (2-3-2016)
The Best Village Competition 2016 is open to any villages in the county with a population of 6,000 or fewer. The competition is currently open for entries. From April onwards our judges will be going out to visit the villages that have entered.
Please note that full training will be given to any volunteer wishing to become a judge with a Training Day being held on 5th April. Visits will only involve about 4 half days in April and May and travel expenses are reimbursed. Further information can be obtained from Barron Walton, Best Village Competition Co-ordinator.

Milton Malsor RFT drop-in session 16th January 2016 (20-1-2016)
Thank you all for coming along to our Village Hall on Saturday to talk with us and look at the various documents we had on display regards the proposed Rail Freight Terminal. We welcomed residents of Blisworth, Milton, Hunsbury, Roade, Collingtree, Hartwell and other Northampton districts. It was a pleasure meeting you all.

The Village Hall will be open on Saturday 16th January 2016 from 1.30pm to 3.30pm for villagers to view the RFT plans that are currently available. Please come along and see the major threat which this proposal poses to our village.
Some of your Parish Councillors attended a meeting in Blisworth (along with at least 200-300 Blisworth residents) on Monday 4th January and an Action Group has been formed to fight this proposal. If you wish to help in anyway please speak to a member of the Parish Council. Assistance from anyone who has particular knowledge of Highways and transport, drainage and flood risk, noise or air pollution would be especially welcome.
We must emphasise that this really is a major threat to the village, as this proposal is classed as a Nationally Significant Infrastructure Project and as such the decision as to whether it goes ahead or not is made by a Secretary of State in Westminster following a recommendation by the Planning Inspectorate.

Plans to construct a new strategic rail interchange could spell the end of our rural community!
Ashfield Land have now attended meetings at Milton Malsor and Blisworth Parish Councils to discuss plans to construct the eight million square foot (743,200 square metre) facility, known as Rail Central, on land between Blisworth and Milton Malsor. The interchange would cover 600 to 700 acres of land if it is approved.
Ashfield has not yet made an official planning application to the Planning Inspectorate for the development.
The area in question, at Arm Farm in Milton Malsor, falls under the control of South Northamptonshire Council, but any decision would need to be made by the Inspectorate as the development is considered a nationally significant infrastructure project. Strategic rail freight interchanges are large multi-purpose facilities linked into rail and trunk road systems. The purpose of such a facility is to enable freight to be transferred between transport modes, thus allowing rail to be used to best effect to undertake long-haul journeys, with other modes – usually road – providing the final delivery leg of the trip.
If approved, Rail Central would provide ancillary offices, a service depot, facilities for heavy goods vehicles and more. It would result in the destruction of up to 250 hectares of farmland, as well as 24/7 light, noise and air pollution and an increase of traffic congestion amongst other issues. The application is not expected to be submitted to the Planning Inspectorate until the first quarter of 2017.
