SNC Refuse Collection (22-12-2010)
Due to the very poor weather conditions, the SNC refuse lorries will not restart their collection rounds until the 3rd January 2011.

- Safety of both the crews & the public. Dust carts weigh up to 32 tonnes and on our un-gritted rural roads would be a real hazard. At the moment they would have to negotiate not only the roads, but unexpected abandoned vehicles and children having a great time in the snow, all in unexpected places.
- The dust carts have been very difficult to start and there have been considerable problems keeping them going in the extremely cold conditions.
- You are asked to check the SNC website for further news & information which will be updated on a regular basis.
To grit, or not to grit (22-12-2010)
The Parish Council has received some information from its insurance company & the Government regarding gritting during the present snowy weather.

- There is no law stopping you from clearing snow & ice on the pavement outside your home or from public spaces. If you have cleared it carefully, it is unlikely you will be sued or held legally responsible for any injuries.
- Don't make the paths more dangerous by causing them to freeze.
- Remember, people walking on snow & ice have a responsibility to be careful themselves.
- It is easier to move fresh, loose snow rather than hard snow that has packed together from people walking on it. So, if possible start clearing the snow & ice in the morning. The path should be covered with salt before nightfall to stop it refreezing overnight.
- Do NOT use water to melt the snow & ice ASA it could refreeze and turn into black ice. Always use salt or sand.
- Do not use the salt or grit in the public bins as this is used to keep out roads clear.

Stockwell Way housing – another appeal (14-8-2010)
Once again the Parish Council finds it necessary to ask you as residents to respond to yet another development threat to the village. However it is very important that you do so!
This concerns a second appeal on the proposal for 25 residential dwellings off Stockwell Way even if you have already written objecting to the original proposal. You can read the full text of the Parish Council’s circular and suggested template letter here.

Playing field restoration – update (11-8-2010)
Construction work will begin at the playing field during the week beginning Monday, 16 August. The contractors will be installing new playground equipment in accordance with the layout plan upon which residents have been widely consulted.
The work should take about six weeks to complete and will carried out during normal working hours on weekdays. It will be overseen by the parish council’s project management team.
We do not anticipate a great deal of noise or disruption; any problems should be referred, in the first instance, to Mrs Ann Addison our clerk.
The playing field will remain open, but we ask you, for safety reasons, to encourage children to stay away from construction equipment and the work areas.

Project Reduce – 'No time to Waste' (11-7-2010)
The aim of this project is to find a long-term solution to the problem of what to do with the waste that currently cannot be re-used or recycled, It is a joint project between Northamptonshire County Council and Milton Keynes County Council. A key aim is to increase recycling rates and significantly reduce the amount sent to landfill.
You can find out more about this important project for the county from the project website where you can also respond and ask questions. There is also a lot of fascinating and extensive data from across the county on waste and recycling patterns from the recent waste audit.

Changes to household waste recycling centres from 21 June 2010 (14-6-2010)
Northamptonshire County Council has made some changes to their waste recycling centres, including opening hours. Please note in particular that the Towcester centre will be closed on Tuesdays and Wednesdays. The full details are set out in a Northamptonshire County Council recycling centre leaflet.

As reported in an earlier news item, a grant of £49,300 has been awarded under the final stage of the Department for Children, Schools & Families' Playbuilder Initiative for our Playing Field Project. The Parish Council will be contributing a further £15,000 which will be used to provide seats, picnic tables, litter bins and a rabbit-proof fence.
Details of the final layout and landscaping can be accessed here, and will also be available for viewing in the James Meeting Room of the Village Hall on Saturday 17th April between 2.30pm & 4.30pm, and on Wednesday 21st April between 6.30pm & 8.30pm. Your comments are welcome.

- Installation will probably begin in July and last three months. During this period the playing field will remain open, but sections will be fenced off while work takes place. Please ensure your children stay out of these areas.
- The grant can be used only for 8-13 age group equipment. Our plans incude a "tots" area for under 8's, but this is unlikely to be completed in 2010 unless voluntary donations are received.
- Late in 2010 tree planting and landscaping will take place. Volunteers will be needed. If you are willing to help, please give your name and telephone number to our Clerk and we will contact you again to check on your availability.
Parish Council wins Government award for the Milton Play Space Project (14-3-2010)
Milton Malsor Parish Council has won an award from the Government for our proposed playground scheme, thanks to the national Playbuilder programme. The precise amount of the award is awaited, but the Parish Council are hopeful it will be close to the £49,000 requested. Additional money has been budgeted for the last seven years by the Parish Council. However, without this grant, it would have taken the Parish Council many more years of budgeting before we could have embarked on the major scheme we wanted.
The award comes via Northamptonshire County Council as part of the creation or refurbishment of 25 innovative children’s play areas countywide, as part of the national focus on outdoor play. The village team behind the project will now be working with Northamptonshire County Council to develop their detailed plans.
The aim of the Playbuilder initiative is to develop challenging and innovative play spaces for young people. Outdoor play is an important part of every child’s life, as play opportunities can keep children active, healthy and happy. The new play space will be targeted at children and young people aged 8-13 years, providing an inclusive play area close to where they live offering exciting, active and adventurous play.
The project involved the Parish Council working with the local community in developing the play space with parents, families and local residents. Children aged between 8 and 11 from Milton Parochial Primary School were invited to share their ideas on what types of play experiences they would like and the design of the play area. Older children in the village were also asked for their ideas.

South Northants Council received a planning application for 25 residential dwellings on land outside the village confines off Stockwell Way. SNC refused planning permission and the applicant lodged an appeal. The Appeal Hearing was held on 26 January 2010. The Inspector dismissed the appeal. A summary of the Inspector’s finding is in the Parish Council Newsletter Issue 28 for Easter 2010, but you may like to read the Inspector’s full report. The parish council is pleased with this result and remains committed to strongly opposing unwanted and unnecessary developments which would damage our village community.

The Parish Council has written to the West Northants Joint Planning Unit (WNJPU) with their response to the WNJPU - Draft Strategic Housing Land Availability Assessment. The 14 potential sites in Milton Malsor parish as shown on the WNJPU website is a wish list of sites put forward by land owners and developers.
IMPORTANT: No planning applications have been received for any of these sites. It is emphasised this assessment does not infer that planning permission would be granted for housing development nor does it constitute a commitment to grant permission in the future.
The WNJPU has already declared in its Emergent Joint Core Strategy consultation published on 31st July 2009, that it has rejected the option to develop south of the M1 motorway, and there is no intention of building any mass housing developments in Milton Malsor, or in any other neighbouring villages south of the M1 motorway.
